How do I join two rolls?

With metal-to-metal rope connectors. A knot in any poly conductor joins plastic to plastic, not copper to copper, and that join is where the voltage quietly goes.

Is it safe if a horse gets tangled in it?

That is the reason it exists. Braided poly has no cutting edge, so a leg that wraps in it pushes against rope rather than wire. The electrical half of the safety question is settled by standard; the mechanical half is decided by what you strung on the posts.
